Concerning whether the City of Laurens convey the property for less than fair market value to Wal-Mart, in effect donating the property for industrial development? Also, whether the Laurens City Council amend the ordinance proposing to convey the land upon second reading? Or, if the consideration to be paid by Wal-Mart is to be amended, must the ordinance adoption procedure begin again?
