Regarding whether hazardous material, in excess of that seized and confiscated for use as evidence, may. . . be defined as ‘uncontrolled hazardous waste’ under the provisions of § 44–56–20(13), Code of Laws, 1976 as amended, for the purpose of utilizing the hazardous waste contingency fund for the disposal of this hazardous waste.
