As to whether ministerial magistrates as authorized by Section 22–2–40, Code of Laws of South Carolina, 1976, as amended, may hear proceedings pursuant to newly-enacted Sections 20–4–10 et seq., Code of Laws of South Carolina, 1976, as amended, [Protection from Domestic Abuse Act] and issue orders of protection pursuant to such provisions.
