On if a person who sponsors a social event, i.e., a dance or fashion show, and charges a cover charge for admission, and provides beer to those attending the social event, is required to possess a license pursuant to § 61-9-310, Code of Laws of South Carolina, 1976 (1982 Cum.Supp.).
