On whether mud drag racing, held in the unincorporated area of Sumter County on Sundays between 2:00 P.M.-7:00 P.M. and the general public will be admitted upon paying an admission fee, is permitted under the provisions of § 52-3-30, Code of Laws of South Carolina, 1976, as amended, if a permit is granted by the Sumter County Council.
