Opinion on whether the proposed legislation increasing the jurisdiction of the municipal court of the City of Columbia to authorize it to levy fines in an amount not exceeding $200.00 complies with the constitutional requirements of Article 5, Section 34, Subsection 9 of the Constitution of South Carolina.
