Opinion on whether the second paragraph of Section 2 of H. Bill No. 3169 would subject the present University Branches and Centers under the direction of the University of South Carolina and Clemson University, respectively, to the jurisdiction of the Commission on Higher Education so as to require the approval of the latter Commission before new courses may be undertaken.
