On whether or not the acceptance of part of Charleston County as a part of Colleton County may be accomplished by a legislative act (Section 5 of Article VIII of the Constitution of South Carolina was ratified by the General Assembly, 58 STAT. Act No. 63, § 1 at 68 (1973)).
