On whether it is proper or legal for the Speaker of the House of Representatives, to approve expenditures of funds from the “House Approved Accounts” to pay expenses of women members of the General Assembly to attend meeting of the National Order of Women Legislators and black members of the General Assembly to attend meetings of the National Black Caucus of State Legislators.
